Summary
The Customs Exceptions page is designed to display messages that failed to automatically link to a vessel visit or have been unlinked from a vessel visit by a user. This includes import and export border instructions.
The purpose of this page is to allow users to review the exceptions and manually link them to a vessel visit. Users can link messages to any vessel visit in the dashboard, whether the vessel is incomplete, complete, or cancelled.
Note that messages are reprocessed for linking to a vessel under the following conditions:
When TSW messages are received
When the vessel schedule is updated
When a manual vessel is added or updated
User Process
Before proceeding to link a CEDO message to a vessel visit, users should check and/or update the vessel visit information in the Dashboard. Users should:
Check if Vessel Visits have the correct Vessel names and Voyage numbers.
Correct any potential vessel detail discrepancies so that CEDOs can automatically link to the vessel visit.
If the vessel is not found:
the user may need to wait for missing vessel visits to be created (via the vessel schedule) or,
manually add the missing vessel visit.
Display Message Structure
Filter by Exchange Type at these icons:
Selecting the Exchange Type will alter the records showing on the Customs Exceptions for either Exports (exchange type: Load) or Imports (exchange type: Discharge).
Load
The grid displays rows of exceptions at the item level. If an item is linked to a vessel, all other items on the same customs declaration (CDO) are also linked to that vessel. Linking occurs at the CDO level.
Discharge
The grid content is organized into 3 layers:
Item: unique consignment item for example, a container number.
Packaging: packages within the consignment item are shown underneath the item. This is only generated from import messages.
Action: contains the instruction for the consignment, such as Hold or Clear.
Note, Status is shown at the Item level and is calculated. If one of the action rows show ‘Hold’, the status at item level will also be ‘Hold’. The status at item level will show ‘Clear’ only when all action rows show ‘Clear'.
Filter Results
The exceptions can be filtered by way of the following. Applied filters are cleared upon the change of Exchange Type (Load/ Discharge).
Date: defaults to the first and last day of the received messages (exception messages).
Exchange Type: ‘Discharge’ refers to imports (CIDO records) and ‘Load’ refers to exports (CEDO records).
Location: Allows the user to select messages for a specific default customs-controlled area (CCA) Destination, for Port of Tauranga this is the Mount.
Cargo Type: filter messages in the grid by cargo types, Container, Breakbulk, Bulk, Vehicle. The filter icon
clears this selection.Shipment Direction:
Vessel: the list of vessels is derived from the unique vessel names found in the messages displayed. This is not a vessel visit search, it only searches the values in the messages (Vessel Voyage).
Status: when filtering with 'Status', it searches the status at the item level, not action (for imports).
Search: free text search is available. Note: this does not allow for spaces which will result in a new line.

Display Exceptions Records
All exceptions are displayed at the item level. If an item is linked to a vessel, all other items on the same CDO (Customs Declaration) are also linked to that vessel visit, as linking occurs at the CDO level.
Filters
Date Filter
The date range shows by default the first and last day of the received messages.
Cargo Type Filter
User can filter messages by Cargo Type, including: Container, BBK, Cargo, Vehicle
Vessel Filter
The list of vessels shown in the drop-down list are derived from the vessel names found in the messages displayed. This is not a vessel visit search, it only searches for vessel names in the CEDO messages, it allows users to easily identify exception messages by vessel name.
Clearance Destination Filter
Users can select a Clearance Destination form the drop-down list. For Port of Tauranga this is the Mount or Sulphur Point. BBMS is configured to show Mount as default.
Keyword Search Filter
This is text search; users can cut and paste values from a spreadsheet i.e. Cargo Items (one or more container numbers/BOLs). BBMS searches both Cargo Item and Container Number columns for a match.
Assigning Exceptions to a Vessel Visit
The screen displays all exception messages, these are messages that failed to automatically match to a Vessel Visit. Each exception message will display the reason why message was not originally matched.
Exception messages can be manually assigned to a Vessel Visit (vessels in the select box are from the dashboard page).
The steps to manually assign an exception message to a vessel visit are:
Tick the box next to the exception message from the exception records list
Look for the vessel visit on the vessel visit search and make sure vessel visit is correct (both Vessel and Voyage number matches)
Click on assign to vessel visit
When it’s assigned the customs exception is removed from the screen and can now be view on the Customs page.
A manual vessel visit can be added by clicking on “Add vessel visit“ and manually enter details
