Summary

The Customs Exceptions page is designed to display messages that failed to automatically link to a vessel visit or have been unlinked from a vessel visit by a user. This includes import and export border instructions.

The purpose of this page is to allow users to review the exceptions and manually link them to a vessel visit. Users can link messages to any vessel visit in the dashboard, whether the vessel is incomplete, complete, or cancelled.

Note that messages are reprocessed for linking to a vessel under the following conditions:

  • When TSW messages are received

  • When the vessel schedule is updated

  • When a manual vessel is added or updated

MPI Food hold and clearance messages are excluded from being displayed.

User Process

Before proceeding to link a CEDO message to a vessel visit, users should check and/or update the vessel visit information in the Dashboard. Users should:

  1. Check if Vessel Visits have the correct Vessel names and Voyage numbers.

  2. Correct any potential vessel detail discrepancies so that CEDOs can automatically link to the vessel visit.

  3. If the vessel is not found:

    1. the user may need to wait for missing vessel visits to be created (via the vessel schedule) or,

    2. manually add the missing vessel visit.

Display Messages

Selecting the Exchange Type will alter the records showing on the Customs Exceptions for either Exports (exchange type: Load) or Imports (exchange type: Discharge). All column headers for the grid can be sorted in alphanumeric order.

The grid displays rows of exceptions at the item level. If an item is linked to a vessel, all other items on the same customs declaration (CDO) are also linked to that vessel. Linking occurs at the CDO level.

The grid content is organized into 3 layers:

  1. Item: unique consignment item for example, a container number.

  2. Packaging: packages within the consignment item are shown underneath the item. This is only generated from import messages.

  3. Action: contains the instruction for the consignment, such as Hold or Clear.

Note, Status is shown at the Item level and is calculated. If one of the action rows show ‘Hold’, the status at item level will also be ‘Hold’. The status at item level will show ‘Clear’ only when all action rows show ‘Clear'.

Filter Results

The exceptions can be filtered by way of the following. Applied filters are cleared upon the change of Exchange Type (Load/ Discharge).

  1. Date: defaults to the first and last day of the received messages (exception messages).

  2. Exchange Type: ‘Discharge’ refers to imports (CIDO records) and ‘Load’ refers to exports (CEDO records).

  3. Location: Allows the user to select messages for a specific default customs-controlled area (CCA) Destination, Sulphur Point or the Mount. The Mount will show as default.

  4. Cargo Type: filter messages in the grid by cargo types, Container, Breakbulk, Bulk, Vehicle. The filter icon image-20240725-225043.png clears this selection.

  5. Select by transship: domestic or international. Populated by results showing in grid.

  6. Vessel: the drop-down list of vessels is derived from the unique vessel names found in the messages displayed. This is not a vessel visit search, it only searches the vessel name as in the messages.

  7. Status: when filtering with 'Status', it searches the status at the item level, not action (for imports).

  8. Search: free text search is available. Note: this does not allow for spaces which will result in a new line.

  9. CSV: export a CSV document with the displayed items.

Detailed View

Open the detailed view pop up page for the corresponding item by clicking icon: image-20240726-015202.png or image-20240729-222458.png

The detailed view provides further information not shown in the grid. The user can export all columns on the detailed view grid by way of CSV file by clicking icon: image-20240726-015840.png

Example

Assign to Vessel Visit

The reason for the exception is displayed under grid heading “Exception”. The user will need to refer to these messages and assign the item to a vessel visit.

How to

Add Vessel Visit

To manually add a Vessel Visit, click “Add Vessel Visit” which will prompt a pop-up window with fields to complete and ‘Save’. For example:
